Is affirmative action still alive and well in the law enforcement profession?

Years ago in a large metro dept in Texas promotions were those who scored the highest on a written test and that was it but not enough blacks and hispanics were being promoted. The came up with a oral interview board and guess who got the highest score there. I went into the oral interview room after scoring 93 on a test and when I saw the all black panel I knew this white boy would remain a patrol officer for life and I did. My final overall score after the inquisition was 76.
