Can someone explain this social contradiction/paradox to me regarding race relations in the past?

Because the main segregation heppend in America. I'm guessing it was the Americans didn't want to treat the Native Americans poorly, but they weren't exactly a 'proper' western American, meaning they didn't care if they married Blacks.
