Does my child have asthma?

When my child becomes sick with a cold, she starts wheezing and has breathing treatments. She demonstrates asthmatic symptoms, but does that mean she actually has asthma? She does not wheeze or have breathing issues unless she has a cold. She does not use an inhaler. I'm trying to decide whether or not to get the swine flu vaccine, and I would rather not.
