Are there any tips when growing scarlet milkweed?

I planted scarlet milkweed in a pot from seeds and its been in there for a while now and no activity has been happening. I water it twice a day. Are there ANY tips on growing it? Anything will be fine. I just want to get it grown within a month to create a erfly garden for my parents. Are there any tips on making the erfly garden itself? PLEASE, any tips would be VERY MUCH APPRECIATED! Thanks!
