Cell phone *77 -- ?

I received an email which advises anyone being followed by an unmarked patrol car with flashing lights to dial *77 for a direct connection to state trooper info in order to verify that it is not an impostor. Has anyone tried this, or have information that this is true? If it is true, will *77 work for any wireless carrier? Thanks!
