he was a minor, he broke the law, unfair though it may be. Insurance companies have the right to choose not to insure a risk for less than they have calculated is enough to not go broke. So, if he's not driving, what's the problem with dropping (excluding) him? is the car in his name? he can be named insured and be excluded as a driver; as long as there is ANY driver listed.
