How hard is LA water? is it too hard for my neon tetras and beta if they have a dechlorinator?

i have a 10 gallon tank with everything it needs. i was wondering, is the water in LA to hard? i don't have a hardness tester. oh, and by the way, (this is already included in my question) i have 5 large neon tetras and a beta (they get along fine.) if it is too hard, how do i make it softer. all help is appreciated.
