"Opinion poll" on balanced reporting...?

I went to a website and it said that there needed to be a "careful balancing of risks" between one side of the debate and the other. For the presentation of the side they obviously did not agree with, the format was "Charge #x: [1-3 short, clipped, presumably sarcastic sentences]" and then "Response: [a few paragraphs basically saying that anyone who actually believed the other side was a friggin' idiot]". Then, in the presentaion of their side, they had several uninterrupted paragraphs explaining that side in detail. There were no details explaining the other side. Obviously, this is not balanced. Does anyone think that people should be able to present that kind of bias as "careful balancing"?
