Why does Cadel Evans seem to be unsupported by his Lotto Team?

For the last three years Cadel has had no climbers to help him in the mountains in the tour de France and now with the move of Yaroslav Popovic away from Lotto it seems he is destined to go it alone in next years tour. Can anyone shed some light onto cycling politics?
